August 2026: Canadian Legal Cannabis Retail Reaches Record CA$517.8 Million in June
Canada’s legal adult-use cannabis sector has reached a landmark milestone. Newly released retail data from Statistics Canada reveals that legal dispensaries nationwide generated CA$517.8 million in monthly sales in June 2026. This represents the single highest monthly sales total in the history of Canada’s legal cannabis market, eclipsing May 2026’s revised figure of CA$510.4 million and the previous all-time peak of CA$508.6 million set in December 2025. The record highlights steady expansion across Canada’s legal framework nearly eight years after federal legalization.

During the first six months of 2026, Canadian retailers generated approximately CA$2.9 billion in combined revenue, compared to CA$2.72 billion over the same period in 2025 – a solid 6.6% year-to-date increase. This builds on the CA$5.62 billion total market footprint recorded in full-year 2025.

Several underlying market catalysts push sales beyond the half-billion-dollar monthly threshold:
1. Format Shift Toward High-Value Convenience Products: While traditional dried cannabis flower market share continues a gradual decline, consumer spending has pivoted strongly toward higher-value derivative products. Ready-to-use pre-rolls, vape cartridges, and innovative multi-pack edibles introduced over the past year have captured higher average basket sizes.
2. Expansion of Licensed Retail Networks: Retail brick-and-mortar storefront coverage has continued to broaden in underserved suburban and regional markets across major provinces. Canada now boasts over 3,400 licensed stores, making legal storefronts significantly more accessible to daily consumers.
3. Capture of Illicit Market Share: The legal retail sector now commands roughly 76% of all consumer cannabis spending in Canada, steadily eroding illicit market share through competitive pricing, standardized dosing, and strict product safety testing.
4. Summer Seasonality & Consumer Substitution: The late spring and early summer months consistently deliver seasonal upticks in foot traffic due to outdoor activities and tourism. Notably, industry reports highlight that while cannabis retail sales hit record highs in May and June, sales at traditional beer, wine, and liquor stores experienced slight declines during the exact same timeframe, pointing toward potential beverage-to-cannabis consumer substitution.
March 2026: Canadian Cannabis Retail Market Grows While Wholesale Sales Face Headwinds
The Canadian retail cannabis market continues to expand, reaching new heights despite challenges at the wholesale level. National retail cannabis sales hit a record C$503.7 million in December 2025, the highest monthly total on record. Since 2023, monthly retail sales have generally ranged between C$400 million and C$500 million, reflecting sustained consumer demand for legal cannabis products. Over the full fiscal year 2024–2025, legal cannabis sales through regulated stores totaled C$5.5 billion, equivalent to about C$167 per capita. The market remains dominated by dried cannabis, which generated C$3.3 billion in sales, followed by inhaled extracts (C$1.7 billion), cannabis edibles (C$219 million), ingested extracts (C$170.4 million), and cannabis beverages (C$91.6 million). Smaller categories such as topicals, seeds, and other cannabis products combined accounted for C$26.8 million in sales.
Wholesale sales, however, have shown a declining trend. Data from Statistics Canada indicate that monthly wholesale cannabis sales peaked at C$289.4 million in July 2024 and C$287.9 million in June 2025, before softening in subsequent months. The most recent figures show wholesale sales at C$213.4 million in January 2026, a 13% decrease from December 2025 and a 29% drop compared with January 2025. Despite weaker sales, inventory levels held by wholesalers have remained relatively stable, fluctuating between C$250 million and C$275 million per month since early 2023, following a peak of about C$301 million in November 2022. This divergence suggests that while demand from downstream buyers has softened, supply conditions in the wholesale market have remained steady.

The legal cannabis sector continues to provide a meaningful source of government revenue. Federal and provincial governments collected C$2.5 billion from the recreational cannabis market in the fiscal year ending March 31, 2025, an 11.5% increase over the prior year. These revenues include excise taxes, retail sales taxes, regulatory fees, and profits from provincial cannabis authorities. Provincial cannabis authorities reported C$4.3 billion in sales, generating C$949 million in gross profits and C$517.3 million in net profits. In relative terms, cannabis taxation is approaching the fiscal significance of alcohol: for every C$1 Canadians spent on alcohol, governments earned roughly C$0.513, while every C$1 spent on cannabis generated about C$0.453 in government revenue.

Effective October 17, 2018, Canada became the second country, after Uruguay, to legalize cannabis. Following a fast growth from October 2018 to mid-2023, monthly retail cannabis sales has virtually plateaued in the C$400-C$500 million range – growing at a low-to-mid single digit rate ever since. Increased competition and falling flower prices continue to drive volume clawback from the illicit market, but result in sluggish growth in market value. In 2024, total retail cannabis sales increased +4.5% to C$5.39 billion in Canada1. Based on the current growth rate, total sales will reach C$5.6 billion in 2025.
