How much is a pack of cigarettes in the USA?

Price of a 20-cigarette pack vary significantly in the USA across the states and even across the localities in a given state due to the excise tax and sales tax differences. The average cigarette price (for a mainstream brand) range from $7.95 in North Carolina to $14.55 in New York with a national average of $10.25. Sales volume weighted average cigarette price in the USA is $9.75 – slightly lower than the unweighted average due to the higher sales volume in the states with lower cigarette prices.

In the top‑ten ranking in terms of highest cigarette prices, New York ($14.55), Maryland ($14.17), and Washington, D.C. ($13.94) dominate, followed by Rhode Island, Connecticut, Massachusetts, Alaska, Hawaii, Washington, and Minnesota, whose prices all exceed $12 per pack. These jurisdictions typically route tax revenues into healthcare, anti‑smoking programs, and general funds. But such aggressive pricing has unintended side‑effects: prior studies link these spikes to significant smuggling – New York alone saw an estimated 54% of consumed cigarettes being illicit between 2022 and 2024.

In terms of localities, New York City is widely known to have the highest cigarette prices in the U.S. due to substantial state and local excise taxes. This is partially true. The state of New York imposes a $5.35 excise tax per pack, and the city itself enforces a $1.50 levy and a minimum retail price of $13 per pack. In practical terms, that means a pack of Marlboro in NYC averages around $18, with non-premium or discount brands can still be purchased for $13 to $14. However, Minneapolis recently instituted a flat $15 minimum retail price for all cigarette packs, including discount options. Therefore, Minneapolis has the highest minimum effective price for a pack of cigarettes in the U.S. Moreover, Chicago imposes a combined local excise tax of $4.18, comprising of $3.00 county levy and $1.18 city levy, on top of Illinois’s state tax of $2.98. Totaling an unprecedented $7.16 per pack, the total excise tax on cigarettes in Chicago is more than the $6.85 per pack in New York City. This translates to retail prices of around $16 to $17 (lower than NYC) for a standard pack of Marlboro in Chicago, with cheaper brands often selling for $13 to $14 (similar to NYC).

At the opposite end, the ten lowest‑cost states – North Carolina ($7.95), Missouri ($8.03), North Dakota ($8.24), and others in the South and Great Plains – feature minimal excise taxes, as low as $0.17 in Missouri, and under $0.60 in most. These states reap short‑term gains through affordability appeal but may experience reduced tax revenue and missed public health targets. In contrast, New York’s $5.35 excise tax positions it as the highest statewide tax, outpacing D.C.’s $5.03 and Maryland’s $5.00.

From a consumer standpoint, smokers in high‑price states face significantly greater financial strain. Indeed, tax increases are known to reduce consumption: CDC research suggests a 10% price hike may reduce youth smoking by roughly 7% and adult smoking by 4%. Nevertheless, jurisdictions must balance public health ambitions with enforcement realities. As proponents argue high levies curb smoking and generate revenue, critics warn of potential revenue losses due to cross-border smuggling – estimating a $1 billion annual leakage in New York.

Overall, the updated data paints a clear picture: aggressive taxation in high‑price states drives higher revenues and potentially lower smoking rates but sparks unintended consequences like smuggling and cross-border trade. Meanwhile, lower‑tax states maintain affordability at the expense of revenue and health targets. This evolving pricing landscape will continue to influence policy decisions, enforcement strategies, and public health outcomes in the years to come.
