September 2026: Turkey Targets 2040 Total Tobacco Ban in Sweeping Anti-Smoking Legislation

Turkey has drawn up draft legislation outlining a phased strategy to achieve a complete, nationwide ban on the production, sale, import, and consumption of all tobacco and nicotine products by January 1, 2040. The ambitious measure targets one of the world’s most lucrative tobacco markets. Turkey currently stands as the fourth-largest cigarette market globally, behind China, Indonesia, and Russia.

Drawn up by the ruling Justice and Development (AK) Party in coordination with the Ministry of Health, the proposed bill introduces immediate, tight public restrictions while setting a hard 2040 deadline to eliminate commercial and personal tobacco use entirely. The legislation significantly broadens the legal definition of tobacco products to encompass all organic and synthetic nicotine systems, including e-cigarettes, heated tobacco devices, and hookahs.

From January 1, 2040, the commercial manufacturing, importation, distribution, and sale of any regulated nicotine product will trigger court-imposed fines ranging from ₺1 million to ₺5 million (€19,000 to €95,000). Individuals purchasing, possessing, or bringing tobacco products into the country will face administrative fines between ₺50,000 and ₺250,000.

Ahead of the 2040 target, the bill introduces immediate measures to drastically reduce public exposure and access. Smoking and vaping will be banned in parks, playgrounds, beaches, places of worship, and within 20 meters of entrances to universities and healthcare facilities. Food and beverage establishments will only be allowed designated smoking zones if they do not exceed 10 percent of the total business area, with a strict ceiling of 20 square meters. Furthermore, tobacco products must be stored in concealed cabinets away from public view, while cash purchases for tobacco will be prohibited to mandate electronic payment systems and digital age verification. Smoking will also be banned across all public transportation, taxis, and in the driver’s seat of private vehicles.

Enforcement will shift from municipal bodies to local administrative governors, who will deploy specialized inspection teams. Non-compliant businesses face progressive fines up to ₺10 million and potential license revocation. The draft bill is slated for formal presentation to the Grand National Assembly of Türkiye (TBMM) for legislative review.

April 2026: Turkey Targets Full Tobacco Ban by 2040 in Sweeping Public Health Overhaul

Turkey is preparing a far-reaching overhaul of its tobacco control framework, with a draft bill proposing a complete ban on the sale of all tobacco products by January 1, 2040. The legislation, aligned with European Union public health goals, represents one of the most ambitious anti-tobacco initiatives globally.

The proposal outlines a phased approach, introducing stricter restrictions well before 2040. Smoking would be banned in outdoor areas of restaurants and cafés, while designated smoking zones would be tightly controlled, physically separated, and prohibited from serving food or drinks. The bill also significantly expands the scope of regulation. The definition of tobacco products would include e-cigarettes, heated tobacco, hookahs, and all nicotine-containing devices, ensuring newer product categories are captured under the ban.

New sales controls are also proposed, including a ban on cash purchases, with all transactions recorded electronically to enable monitoring. Enforcement would be strengthened through stricter oversight and sharply increased penalties, with fines reaching into the millions of Turkish lira for companies involved in production, distribution, or sales after the ban takes effect. Beyond 2040, the framework would effectively criminalize the tobacco market: individuals involved in selling or distributing tobacco could face heavy judicial fines, while even possession or purchase could trigger substantial penalties.

Overall, the draft law signals Turkey’s intention to move beyond traditional tobacco control measures toward a full “endgame” strategy, aiming to eliminate tobacco consumption entirely over the next 15 years through escalating restrictions and enforcement.

October 2025: Cigarette market volume reaches a record high of 156 billion sticks in Turkey

Following a 30% growth in the last three years, cigarette market volume reaches a record high of 156 billion sticks in Turkey. Subsequently, Turkey is now world’s 4th largest cigarette market following China, Indonesia and Russia, but ahead of the U.S. Philip Morris International (PMI) leads the market with 49% share in the last 12 months and Turkey is PMI’s second largest market in terms of cigarette volume after Indonesia. Japan Tobacco is the #2 in the market with 29% share. British American Tobacco (BAT), Imperial Brands, KT&G and European Tobacco (ET), with a combined share of 22%, are the other players present in the market.

Despite the remarkable growth in the cigarette market, Turkey enforces some of the strictest tobacco control measures in the world. All tobacco products are sold in plain packaging with standardized brown designs and large health warnings, with brand logos and colors prohibited. Advertising, promotion, and sponsorship of tobacco products are completely banned across all media, including indirect marketing and brand stretching. Retail displays are restricted, and products must be kept out of public view in shops. Smoking is banned in most enclosed public places, workplaces, and many outdoor areas, reflecting Turkey’s comprehensive approach to reducing tobacco visibility and consumption. In addition to these measures, Turkey bans the sale of all new nicotine products – including e-cigarettes, heated tobacco, and nicotine pouches – making the market entirely closed to alternatives to cigarettes.

In this context, retail availability and pricing are the only two tools deployed by the tobacco companies to maintain and improve their market positions. Most recently, in October 2025, tobacco companies released their new retail price list, lifting the average cigarette price in the market to ₺97 (US$2.3) per pack.
